This is a tool for cloud providers-public or private-to incorporate into their offerings. LibreOffice doesn’t do cloud natively, although The Document Foundation has worked on something called LibreOffice Online. Perhaps the biggest over-arching difference between the two office suites is their radically different approaches to cloud storage.
